Kazakhstan is a country with a transition economy. The Government adopted in 2001 the "Concept of social protection of the population" (pdf 155 Kb) as the integrated agenda for combating poverty and unemployment. The development challenge is to implement policies to effectively manage the structural reforms and to reduce their negative impact on the population.
Approach
Consultations with the Government, social partners and a broad range of stakeholders, have laid down an initial platform for the Decent Work Pilot Programme in the country. It adopts and integrated approach to social protection by linking social assistance strategies, employment promotion and socially responsible enterprise restructuring. Tripartite dialogue and operational programmes focusing on local economic development support policy action. A statistical indicators survey aims at providing a common baseline for activities undertaken.
