ACTION TAKEN ON THE RESOLUTIONS ADOPTED BY
THE INTERNATIONAL LABOUR CONFERENCE AT ITS
78TH TO 82ND SESSIONS (1991-95)
In pursuance of a decision taken by the Governing Body at its 152nd Session (1962), the Director-General's Report to the Conference regularly includes a review of the implementation of resolutions adopted by the Conference over the five preceding years. This annex provides information on the steps taken in 1994 and 1995 to give effect to the resolutions adopted by the Conference at its 78th to 82nd Sessions. Information given in previous years is generally not repeated, and action taken on the implementation of some resolutions is not described at length if the relevant information appears in the main text of the Report.
78th Session (1991)
The application of modern agricultural technology
Technical cooperation activities aimed at rural employment creation, enhancing productivity and women's empowerment, continued to support the deployment of improved technologies in food production and processing, animal husbandry and agriculture channelled through women's participatory organizations. The Twelfth Session of the Joint ILO/WHO Committee on Occupational Health discussed ways to improve the health of agricultural workers, including chemical and pesticide safety. A guide is being prepared on the extension of occupational health services to agricultural areas. The subregional programme for the promotion of occupational safety and health in agriculture in Latin America continued to promote the implementation of national programmes for the improvement of occupational safety and health of rural workers, and the prevention of occupational accidents and diseases in agriculture. Chapter 2 of this Report contains further details of this work in response to the resolution.
Structural adjustment, industrial relations and
economic and social development
Technical cooperation activities aimed at both the public and private sectors have assisted in the reorientation of training systems and programmes to respond to structural adjustment. Tripartite national seminars were held in several countries on the subject on industrial relations and structural adjustment and the role of the social parties in national tripartite decision-making under structural adjustment programmes. Advisory missions examined the industrial relations situation in two countries. Assistance was provided to 39 countries wishing to revise their legislation in the context of rapid economic and social changes and structural adjustment. A fuller account of these activities is contained in Chapter 1 of this Report.
ILO action for women workers
Chapter 3 of this Report contains a detailed description of ILO activities in favour of women workers, taking account of this resolution.
79th Session (1992)
The role of enterprises in employment growth and the creation of full, productive and freely chosen employment
During the biennium, ILO activities in favour of enterprise development and employment promotion were further reinforced. Chapter 2 of this Report contains an account of these activities. In addition the Governing Body decided to highlight this issue by including an item entitled General conditions to stimulate job creation in small and medium-sized enterprises on the agenda of the 85th Session of the Conference in 1997.
Employment promotion as an essential component of overall development
In the Declaration and Programme of Action adopted by the World Summit for Social Development, participating countries undertook to promote the goal of full employment, which included defining time-bound targets for expanding employment. The Office has also been monitoring global employment trends throughout both the World Labour Report (1994 and 1995) and World Employment 1995.
Chapter 2 contains an account of the outcome and follow-up to the World Summit for Social Development and other ILO work on employment promotion.
The role of the ILO in the protection and promotion
of the rights of migrant workers and their families
Chapter 3 contains a full description of ILO activities related to migrant workers and their families, including the interdepartmental project on migrant workers, which were implemented taking account of this resolution.
Adjustment and human resources development
Chapter 2 of this Report contains a detailed description of the technical advisory and technical cooperation activities undertaken to assist member States to adjust their training policies in the context of structural adjustment and the transition to a market economy.
80th Session (1993)
Exposure to and safety in the use of biological agents at work
The Office has studied the impact of modern technology, including gene technology, on workers' health and the environment, and identified potential risks related to the introduction of these new technologies. Work is being carried out on law and practice in the area of biological hazards and their prevention. It is hoped that the Office may be able to submit this topic to the Governing Body for consideration as a possible item for the Conference agenda in 1999.
Social protection and the alleviation of unemployment and
poverty, and the social dimension of structural adjustment
and transition to a market economy
Chapter 2 of the Report contains a detailed account of ILO activities undertaken in response to this resolution. The alleviation of unemployment and poverty and the protection of working people remain key objectives in the ILO's Programme and Budget for the 1996-97 biennium.
The role of the ILO in technical cooperation
The Governing Body, at its 261st Session in November 1994, adopted an ILO strategy for technical cooperation which focuses on national capacity-building, improving delivery and pursuing a dynamic resource mobilization strategy. Guidelines were prepared on the integration of gender issues into the design, monitoring and evaluation of ILO programmes and projects, and gender training was carried out. Work has continued to increase the synergy between international labour standards and technical cooperation through the elaboration of guidelines, the appointment of standards specialists to most of the MDTs and special training for all team members. The appointment of advisers on worker and employer activities in each team has significantly contributed to the promotion of tripartism and social dialogue in the ILO's technical cooperation activities.
81st Session (1994)
Post-apartheid South Africa
Reports on progress in the implementation of the ILO Plan of Action in South Africa were submitted to and discussed by the Governing Body at its 261st Session (November 1994) and 262nd Session (March-April 1995). Subsequently, the ILO Office in South Africa was opened at the end of 1995. It is responsible for ILO activities in Botswana, Lesotho, Namibia and Swaziland (which were previously covered by the ILO Office in Lusaka) as well as in South Africa. In addition, the Government adopted new labour legislation (see Chapter 1 for details).
The 75th anniversary of the ILO and its future orientation
The terms of this resolution were taken into account in various proposals submitted to the Governing Body by the Director-General. They will be given further consideration in the preparation of the Programme and Budget proposals for 1998-99.
The World Summit for Social Development
The World Summit for Social Development was held in Copenhagen from 6 to 12 March 1995. It clearly identified the role of the ILO within the United Nations system in the eradication of poverty and the promotion of employment. Chapter 2 of the Report contains a detailed account of ILO's involvement in the preparation, holding and outcome of the Summit.
The role of private employment agencies in the functioning of labour markets
In response to this resolution, the Governing Body has placed the revision of the Fee-Charging Employment Agencies Convention (Revised), 1949 (No. 96), on the agenda of the 85th Session of the Conference in 1997.
82nd Session (1995)
As a result of measures adopted to reform the International Labour Conference, there was no Resolutions Committee during the 82nd Session of the Conference.

MEETINGS HELD IN 1994-95 1
It may be noted that the Tripartite Meeting on the Effects of Globalization in the Footwear, Textiles and Clothing Industry, provided for under the Programme and Budget for 1994-95, was postponed to 1996 by the Governing Body at its 259th Session (March 1994).
Furthermore, in line with the programme and budget adjustments adopted by the Governing Body at its 263rd Session (June 1995), five meetings due to be held during the second half of 1995 were postponed to a later unspecified date. These five meetings are: the Tripartite Meeting on Social and Labour Issues concerning Migrant Workers in the Construction Industry; the Meeting of Experts on Workers' Privacy; the Standing Technical Committee for Educational Personnel (First Session); the Meeting of Experts on Labour Statistics; and the Tripartite Meeting on Social and Labour Problems caused by Structural Adjustments in the Port Industry.
