Record of Decisions
This document is a preliminary working paper for the use of the Governing Body and officials of the Office. It records only the Governing Body's decisions, and not the circumstances of their adoption, except where they were the result of a formal vote. The comments or reservations by individual members or groups subject to which the decisions were made will be found in the minutes of the session. Where an Office publication or paper refers to a Governing Body decision, the source given should be the relevant Governing Body document and minutes, and not this Record of Decisions. The Record of Decisions is arranged in the order of the items on the Governing Body's agenda. All decisions relating to a particular paper or section of a paper are grouped together. After the decision the sitting at which it was taken is indicated in brackets together with the basis on which it was taken, including appropriate references to Governing Body papers. The decisions are reproduced in full, with the exception of those relating to reports of the Committee on Freedom of Association, where a simple reference is made to the paragraphs of the report which form the basis of the decision. The table of contents is in the form of a detailed agenda showing for each item the number of the relevant Governing Body paper and that of the relevant paragraph in the Record of Decisions. |

Approval of the minutes of the 277th and 278th Sessions
1. The Governing Body approved the minutes of its 277th and 278th Sessions. (First sitting; GB.279/1, para. 2)

The Governing Body noted that, as a result of the above decisions and of the decision taken at its 277th Session (March 2000) concerning the withdrawal of a number of Recommendations,[1] and having regard to the standing items that would necessarily be before the Conference and the item likely to be carried over from the 89th Session (2001), the agenda of the 90th Session (2002) of the Conference would be as follows:

6. The Governing Body requested law and practice reports or more detailed proposals on the following subjects to be submitted to it at its 280th Session (March 2001):

7. As a consequence of its approval of the proposals concerning possible improvements in ILO standards-related activities, the Governing Body requested the Office to propose additional themes for integrated analyses of ILO standards-related activities. (Third sitting; GB.279/5/1, para. 13)
Sixth item on the agenda
8. The Governing Body examined the report of the ILO mission that visited Myanmar in October 2000 and the communications by the Government of Myanmar. The GB considered that the conditions set out in paragraph 2 of the Conference resolution had not been met and that effect should accordingly be given to the provisions of paragraph 1 of the resolution. In the light of the discussion, it was however noted that the Director-General should continue to extend cooperation to the Government of Myanmar in order to promote full implementation by that Government of the recommendations of the Commission of Inquiry and that he was expected to report to the Governing Body on this matter at its 280th Session (March 2001).

9. The Governing Body requested the Director-General, when communicating the resolution to the governments of member States and, through them, to employers' and workers' organizations, to draw attention to operative paragraph 1. (Third sitting; GB.279/7, para. 4.)
10. The Governing Body requested the Director-General to take account of the resolution when preparing future ILO activities, and in particular to utilize all means at the disposal of the Office to implement programmes along the lines indicated in the Office paper during the current biennium, and in the 2002-03 and 2004-05 biennia, in accordance with the Strategic Policy Framework for 2002-05. The General Conference of the International Labour Organization,
Recognizing that amendments to the Financial Regulations are required to put into effect the direct use of arrears of contributions received to reimburse the Working Capital Fund or to repay amounts borrowed to finance a cash deficit in a previous financial period;
Decides to make the following amendments to the Financial Regulations:[2]
Article 18
1. The excess [or shortfall of income over expenditure] of income over expenditure (surplus) or the shortfall in income compared with expenditure (deficit) in any complete financial period shall be calculated by deducting budgetary expenditure from budgetary income with a financial provision being made for delays in the payment of contributions. Such provision shall amount to 100 per cent of the contributions unpaid at the [date of the financial statements at the] end of the financial period.
2. Any such [excess of income over expenditure] surplus, expressed in Swiss francs calculated at the budget rate of exchange for that financial period, shall be used to reduce the contributions of Members in the following way: Members which paid their ordinary contributions in the financial period in which this surplus accrued shall have their share of the surplus deducted from their contributions assessed for the second year of the succeeding financial period; other Members shall not be credited with their share until they have paid the contributions due from them for the financial period in which the surplus accrued. When they have done so their share of such surplus shall be deducted from their contributions assessed for the first year of the next financial period for which a budget is adopted after such payment.
Article 21

If any sums withdrawn from the Working Capital Fund or borrowed to finance [budgetary] expenditure [pending receipt of contributions or other income and/or expenditure incurred in the financingof contingencies and emergencies under prior authorization of the Governing Body] cannot be reimbursed in the course of the same financial period, then:
