Reports of the Officers of the Governing Body

First report:
Extension of the mandate of Professor Rood
as Chairperson of the Committee on Freedom of Association

1. At its 208th Session (November 1978), the Governing Body decided to appoint an independent Chairperson of the Committee on Freedom of Association.

2. Following that decision, the functions of independent Chairperson of the Committee on Freedom of Association were exercised by Professor Roberto Ago, whose mandate was renewed by the Governing Body several times.

3. Following the death of Professor Ago, the Governing Body decided to appoint, as independent Chairperson, Professor Max Gustaaf Rood, Professor of Labour Law at the University of Leiden (Netherlands), former Minister and former Chairperson of the Committee on the Application of Standards of the International Labour Conference. Professor Rood's mandate was renewed by the Governing Body at its 266th Session (June 1996).

4. The great qualities of experience and courtesy of Professor Rood have enabled the Committee to continue its work and to ensure the continuity of its case law.

5. The Governing Body may accordingly consider that it would be desirable to invite Professor Rood to continue as Chairperson of the Committee on Freedom of Association until the end of the term of office of the current Governing Body.

6. It is understood that the Committee would continue to be composed of nine members (three from each group) and substitutes chosen from among the members of the Governing Body.

7. The Officers of the Governing Body recommend to the Governing Body that it extend the mandate of Professor Rood as Chairperson of the Committee on Freedom of Association until the expiry of the term of office of the current Governing Body.
