SECOND ITEM ON THE AGENDA
Effect to be given to the recommendations of sectoral meetings
(c) Joint Meeting on Human Resource Development in the Public
Service in the Context of Structural Adjustment and Transition
(Geneva, 14-18 December 1998)
1. The Joint Meeting on Human Resource Development in the Public Service in the Context of Structural Adjustment and Transition was held in Geneva from 14 to 18 December 1998 and was chaired by Mr. W. Brett (Worker member of the Governing Body).
2. The Meeting had before it a report entitled Human Resource Development in the Public Service in the Context of Structural Adjustment and Transition, prepared by the International Labour Office.(1)
3. The Meeting unanimously adopted conclusions on human resource development in the public service in the context of structural adjustment and transition in 15 points.
4. This text, together with a summary of the proceedings of the Meeting, appears in the Note on the proceedings(2) which is appended to the present paper. Paragraph 15 of the conclusions calls for action by the ILO.
5. The Committee on Sectoral and Technical Meetings and Related Issues may wish to recommend that the Governing Body authorize the Director-General to communicate the Note on the proceedings containing the texts mentioned in paragraph 3 above --
(a) to governments, requesting them to communicate these texts to the employers' and workers' organizations concerned;
(b) to the international employers' and workers' organizations concerned;
(c) to the international organizations concerned.
6. The Committee on Sectoral and Technical Meetings and Related Issues may wish to recommend that the Governing Body request the Director-General to bear in mind, when drawing up proposals for the future programme of work of the Office, and when cooperating with other international organizations and institutions, the wishes expressed by the Meeting in paragraph 15 of the conclusions.
