Programme and Budget for 1998-99

Collection of contributions from 1 January 1999 to date

1. This paper provides a summary of contributions received to 28 February 1999 and a comparison with the position at 28 February 1998. Appendix I gives details of contributions received and amounts credited during January and February 1999 and the position of contributions and amounts due as at 28 February 1999, divided as follows:

  1. States which have settled their 1999 contributions in full.
  2. States which have paid part of their 1999 contributions.
  3. States which have made no payments but have received credits towards their 1999 contributions.
  4. States which have made no payments and have received no credits towards their 1999 contributions.

2. Appendix II gives details of those member States which, at 28 February 1999, were subject to paragraph 4 of article 13 of the Constitution.

Assessed contributions for 1999

3. Total assessed contributions for 1999 amount to 338,577,629 Swiss francs (Sw.frs.), the same level as in 1998. Section A of Appendix I lists member States which at 28 February 1999 had settled all contributions due, through payment and through credits received.(1)  Thirty-eight member States (with 1999 contributions of Sw.frs.85 million, representing 25.1 per cent of assessed contributions) were in this position, 11 of which paid their contributions before 1 January 1999. At the corresponding date in 1998, Sw.frs.80 million, or 23.6 per cent of 1998 assessed contributions, had been received from 32 States, ten of which had paid their contributions before 1 January 1998.

4. Section B lists nine member States that have made partial payments against their 1999 contributions. At the corresponding date in 1998, 12 States had made partial payments against their 1998 contributions. Section C lists States that have made no payments against their 1999 contributions, but which have received credits towards their contributions for the year, while section D lists States that have made no payment and have received no credits. One hundred and twenty-seven States are shown in the latter two sections, compared with 130 States in a similar position at the corresponding date in 1998.

5. At 28 February, payments and credits received against 1999 contributions thus totalled Sw.frs.102.2 million, or 30.2 per cent of assessed contributions, as against Sw.frs.96.7 million or 28.6 per cent at the corresponding date in 1998.

Arrears of contributions

6. At 31 December 1998, contributions outstanding amounted to Sw.frs.161.8 million. At 28 February 1999, Sw.frs.16.1 million, or 10.0 per cent, had been received against these outstanding contributions. At the corresponding date in 1998, Sw.frs.95.2 million had been received representing 38.2 per cent of the contributions outstanding at 31 December 1997 of Sw.frs.249 million.

Member States which have lost the right to vote under
paragraph 4 of article 13 of the Constitution

7. The position of member States in relation to paragraph 4 of article 13 of the Constitution as at 31 December 1998 is given in a separate paper.(2)  A number of other member States lost the right to vote on 1 January when their arrears of contributions equalled or exceeded their contributions due for the preceding two full years. Some member States have also regained the right to vote by making payments against their arrears of contributions in January and February 1999. A table listing those member States that had lost the right to vote on 28 February 1999 is attached as Appendix II. The total of 39 member States in this position compares with 42 at the corresponding date in 1998, 48 in 1997 and 49 in 1996.

  3. Member States which, at 28 February 1999, have lost the right to vote under the provisions of paragraph 4 of article 13 of the Constitution. Cambodia, Djibouti and Paraguay had been permitted to vote under the financial arrangements approved by the 82nd (1995), 85th (1997) and 78th (1991) Sessions of the International Labour Conference, but these member States have lost the right to vote because they have not respected these arrangements. See Appendix II for details.
  4. Belarus, Cape Verde, Dominican Republic and Poland are permitted to vote under financial arrangements approved by the following sessions of the International Labour Conference: 86th (1998) for Belarus, 85th (1997) for Cape Verde and Dominican Republic and 75th (1988) for Poland.
  5. This refers to the former Socialist Federal Republic of Yugoslavia. Pursuant to decisions taken by the ILO Governing Body on the basis of relevant United Nations resolutions, no State has been recognized as the continuation of that Member.
