SIXTEENTH ITEM ON THE AGENDA
Report of the Director-General

Sir Frank Leslie Walcott
1. The Director-General announces with deep regret the death, on 24 February 1999, of Sir Frank Leslie Walcott, former Worker member of the Governing Body.
2. Sir Frank Leslie Walcott was General Secretary of the Barbados Workers' Union from 1945 to 1991. He was a former President of the Caribbean Congress of Labour and a member of the Executive Board of the International Confederation of Free Trade Unions (ICFTU) from its inception in 1953 until his retirement in 1991. He was also a Vice-President of the ICFTU.
3. Sir Frank attended the International Labour Conference from the 1950s onwards and became a member of the Governing Body in 1969. There he was systematically re-elected until his retirement. In 1976 Sir Frank chaired the World Employment Conference. On account of his special interest in combating apartheid, he was a member of most of the ILO's anti-apartheid committees.
4. Recognizing his sterling work for improving the quality of life of people in Barbados, the Government of Barbados granted him the status of National Hero, an honour received by only nine other persons. The Government of Barbados also accorded him a state funeral, which took place on 8 March 1999.
5. Members of the Governing Body and ILO officials will remember him as an historic figure who defended with great vigour the interests of workers and who promoted the principles and ideals of the ILO not only when participating in the work of the Organization, but also in his activities in Barbados and other parts of the world.
6. The Governing Body will no doubt wish to request the Director-General to convey its sympathy to the family of Sir Frank Leslie Walcott, the Barbados Workers' Union and the International Confederation of Free Trade Unions.

Denunciation of a Convention
Belgium
8. The Director-General registered, on 18 November 1998, the denunciation by Belgium of the Contracts of Employment (Indigenous Workers) Convention, 1939 (No. 64). The text of the communication concerning the denunciation by Belgium of this Convention reads as follows:

Whereas the international Convention concerning the Regulation of Written Contracts of Employment of Indigenous Workers was adopted by the International Labour Conference at its Twenty-fifth Session on 27 June 1939, and
Whereas the Kingdom of Belgium is a State Party to the said Convention under Article 23 thereof,
The Government of the Kingdom of Belgium hereby denounces ILO Convention No. 64 concerning the Regulation of Written Contracts of Employment of Indigenous Workers, adopted at Geneva on 27 June 1939, in accordance with Article 24 thereof.
In witness whereof I, Erik Derycke, Minister of Foreign Affairs, have signed the present Instrument of denunciation and sealed it with the seal of my Department.

9. Since the 273rd Session of the Governing Body, the Director-General has received the following ratifications/acceptances of the instrument:
10. Article 4.2(d) of the Staff Regulations states:
Vacancies in the Director and Principal Officer category shall be filled by the Director-General by transfer in the same grade, promotion or appointment. Such promotions or appointments, other than to vacancies in technical cooperation projects, shall be reported to the Governing Body with a short statement of the qualifications of the persons so promoted or appointed.
11. The following appointments and promotions are accordingly reported to the Governing Body:
Mr. A. Bronstein (Argentina)
Appointed Director of the ILO multidisciplinary team (CAMAT) in San José in October 1996 and promoted to D.1 with effect from 1 March 1998. Born in 1945. Graduated as a lawyer from the University of Buenos Aires and holds a Ph.D. in Law from the University of Paris I. Joined the ILO's Labour Law and Labour Relations Branch (LEG/REL) in July 1974. Appointed Chief of the Labour Law Section within LEG/REL in April 1988.
Mr. W. Dudley (Malaysia)
Appointed Deputy Director in the ILO Regional Office in Bangkok in February 1998 and promoted to D.1 with effect from 1 March 1999. Born in 1941. Holds a Certificate in Journalism from the Regent Institute of Journalism in London, a Certificate in Industrial Safety Theory and Practice from the Industrial Training College in Malaysia, a Diploma in Labour Economics and Industrial Relations from the University of Malaysia and a Diploma in Rubber Technology from the Rubber Research Institute of Malaysia Training Centre. Joined the ILO in July 1976 as an ILO Expert on Population Education for the Plantation and Urban Sector Projects in Colombo. Transferred to Suva, Fiji as Labour and Population Expert, South Pacific in March 1980. In July 1987, was appointed Director of the ILO Office in Dhaka. Then in July 1991, was appointed Director of the ILO Office in Islamabad.
Mr. M. Henriques (Denmark)
Appointed Chief of the Entrepreneurship and Management Development Branch (ENT/MAN) in January 1998 and promoted to D.1 with effect from 1 March 1999. Born in 1953. Holds an M.Sc. in Mechanical Engineering from the Polyteknisk Laereanstalt, Copenhagen, and an MBA from Harvard University. Joined the ILO in September 1982 as an Associate Expert in Management Development in Bangkok. Appointed Regional Adviser in Management Development in the Regional Office in Bangkok in April 1986. Transferred in January 1993 to the Entrepreneurship and Management Development Branch (ENT/MAN) in Geneva as Head, Management Development Section. From April 1993, appointed Head, Small Enterprise Development Section.
