FIFTH ITEM ON THE AGENDA

Report of the Tripartite Meeting of Experts on
Future ILO Activities in the Field of Migration

(Geneva, 21-25 April 1997)

1. The Tripartite Meeting of Experts on Future ILO Activities in the Field of Migration was held in Geneva from 21 to 25 April 1997, chaired by Ambassador Lilia R. Bautista (Government, Philippines).

2. The agenda of the Meeting, as approved by the Governing Body at its 267th Session (November 1996),(1)  was as follows:

(1) Guidelines on the protection of workers engaged under temporary migration schemes.

(2) Guidelines on the protection of workers from one country recruited by private agents for employment in another country.

(3) Pattern or practice studies of the exploitation of migrant workers not falling under Convention-based procedures.

3. The proceedings of the Meeting and the guidelines or suggestions for ILO action adopted by the Meeting are included in the report of the Meeting, which is appended.(2) 

4. The Governing Body may wish to authorize the Director-General to distribute the guidelines on special protective measures for migrant workers in time-bound activities and the guidelines on special protective measures for migrant workers recruited by private agents:

(a) to governments and to employers' and workers' organizations;

(b) to the international employers' and workers' organizations concerned;

(c) to others as appropriate.

5. The Governing Body may further wish to request the Director-General to bear in mind, when drawing up proposals for the programme and budget, the suggestions made by the Meeting in Annex III to its report.

6. The Governing Body may wish to note that the views expressed by the Meeting in paragraph 2.1(b) of Annex III to its report, concerning the desirability of a general discussion at the International Labour Conference on the employment of migrants, including questions of fundamental workers' rights, are covered by the paper before the Governing Body at its present session concerning proposals for the agenda of the 88th Session (2000) of the Conference.(3)
