STRUCTURE OF THE DISCUSSION OF THE
PROGRAMME AND BUDGET PROPOSALS FOR 1998-99

1. Following the suggestion first made in the preliminary consultation paper in March 1996, the Director-General wishes to recommend a new structure for the discussion of the programme and budget proposals at the Governing Body's 268th Session (March 1997).

2. It is proposed to launch the debate with a general discussion. This would be followed by discussions of the following segments:

  1. General management and meetings (including the Conference, the Governing Body, regional meetings and sectoral meetings), shown under major programmes 10, 20, 30 and 100.
  2. The technical major programmes and those concerning employers' and workers' activities (major programmes 50-145 inclusive, 225 and 230, but excluding major programme 100 concerning sectoral activities).
  3. The regional programmes and the Active Partnership Policy (major programme 245-280).
  4. Administrative and support services (major programmes 160-220, 235, 240).
  5. Other programmes (major programmes 290-296 inclusive).

3. This discussion would replace the current practice of discussing some 35 major programmes separately.

4. At the outset of its discussion of the Director-General's proposals for the biennium 1998-99, the Committee may wish to adopt the structure for the discussion recommended above.
