Urban Poverty in China:
Measurement, Patterns and Policies
Athar Hussain, January 2003 The paper aims to analyse the magnitude and the incidence by regions and population groups of the newly emergent problem of urban poverty in China. Besides the introduction (Section 1), the paper is divided into six sections. Section 2 deals with issues in compiling a poverty profile for urban China. Section 3 outlines the method and data used to calculate the poverty lines, which are used in Section 4 to estimate urban poverty. Section 5 analyses changes in the urban labour market and their implications for poverty and Section 6 assesses the income maintenance schemes. The paper ends with concluding remarks (Section 7).
