CEE Labour Legislation database

CEELEX is a regional searchable database which collects relevant legal texts found in the national legal systems of 13 Central and Eastern European (CEE) countries. Based on core ILO conventions and more than 25 years of working experience on labour legislation in CEE, the database provides selected key information on comparative legal and institutional solutions applied in the area of labour and industrial relations in the region. The topics covered range from fundamental labour rights, such as freedom of association and collective bargaining, to working conditions (e.g. minimum wages, working hours), termination of employment contracts, labour dispute resolution, and regulation of non-standard forms of employment.

CEELEx is a policy and research tool designed for a broad audience, including policymakers, advisers, researchers, scholars, labour practitioners and law students, aiming to provide a data platform to inform policy decision making on labour matters. It t is updated every year by a network of national labour law experts.

This database allows users to browse by country or theme. It includes summaries of legal provisions and regulations. It also offers comments and remarks by country experts on debatable legal issues specific to the national context, which might prompt the user to undertake further research. It is designed in a concise, user-friendly and easy-to-navigate manner, allowing the reader to easily compare countries’ legislation on one or several topics through a ‘compare’ function.

In order to compile this database, national experts have reviewed primary and secondary legislation, national and sectoral collective agreements, as well as statistics and administrative data. In doing so, they have faced considerable challenges in gathering statistical information due to the lack of data or scarcity of reliable sources.

The information found in CEELEX has been validated in a tripartite expert meeting.

CEELEX will soon cover also the Czech Republic, Slovenia and Lithuania.
