Myanmar garment sub-sector value chain analysis

Following the repeal of European and American export sanctions on Myanmar, the country’s garment sector is now experiencing new levels of growth. The Myanmar Garment Manufacturers Association (MGMA) reports that new garment factories are opened every week, and the number of workers involved in the industry is forecasted to grow from the current 260,000 employees to 600,0001 in the next three years.

Extending social protection has become a priority in Myanmar and is a core element of the country’s poverty reduction framework1. In his Presidential address at the National Social Protection Conference held in June 2012, President U Thein Sein called for an inclusive and comprehensive social protection system, providing access to health care and income security for all, and for the establishment of a “national high-level institution” mandated to guide and coordinate a broad range of national social protection initiatives in conformity with national development priorities.

လူမႈကာကြယ္ေစာင့္ေရွာက္ေရးလုပ္ငန္းမ်ား တိုးခ်ဲ႕ရန္မွာ ျမန္မာႏုိင္ငံအတြက္ ဦးစားေပးလုပ္ငန္းစဥ္တစ္ရပ္ ၿဖစ္လာၿပီး၊ ၿမန္မာႏိုင္ငံ၏ စီးပြားေရးႏွင့္ လူမႈေရးၿပဳၿပင္ေၿပာင္းလဲမႈအတြက္ အေၿခခံမူေဘာင္ တြင္ပါ၀င္သည့္ ဆင္းရဲႏြမ္းပါးမႈ ေလွ်ာ့ခ်ေရး အဓိကအစိတ္အပိုင္းတစ္ခုလည္းျဖစ္ပါသည္။ ၂၀၁၂ခုႏွစ္ ဇြန္လ အတြင္း က်င္းပခဲ့ေသာ “အမ်ိဳးသားအဆင့္ လူမႈကာကြယ္ ေစာင့္ေရွာက္ေရး အစည္းအေ၀း” တြင္ ႏိုင္ငံေတာ္သမၼတႀကီး ဦးသိန္းစိန္မွ က်န္းမာေရး ေစာင့္ေရွာက္မႈမ်ားကို လက္လွမ္းမီ ႏိုင္ရန္ႏွင့္ ၀င္ေငြလံုၿခံဳမႈရွိေစရန္ အားလုံးအက်ံဳး၀င္သည့္ လူမႈ ကာကြယ္ေစာင့္ေရွာက္ေရးစနစ္တစ္ခု ေဖာ္ေဆာင္ရန္ အဆုိၿပဳ ခဲ့ပါသည္။

Evaluation of the operations of the Social Security Board, Ministry of Labour, Employment and Social Security of Myanmar

The Social Security Board (SSB) was created in 1956 after the adoption of the Social Security Act, 1954. The SSB has 77 township offices covering 110 townships (i.e. 30% of the existing townships). It is present in all States and regions to the exception of Chin State. In 2012, the Government of the Union of Myanmar adopted a new Social Security Law, 2012. This new law provides for an extended social security system.

Extending the network of health care facilities of the Social Security Board in Myanmar

The International Labour Organization (ILO) in Myanmar supports the Social Security Board, Ministry of Labour, Employment and Social security, to revise and implement the new Social Security Law, 2012. The SSB currently runs a Social Health Insurance scheme and provides directly health services to the workers via a network of 93 SSB clinics and 3 Workers' hospitals. Since the number of workers joining the scheme is increasing, the SSB wishes to expand the number of health facilities to provide quality healthcare services to the enrolled workers, which also corresponds to the provisions of the new law. To do so, it will be necessary to put in place a Purchaser Provider Split (PPS) – i.e. a separation of the purchaser and the provider that will allow the SSB to provide medical care to its beneficiaries in both its own medical facilities and other external facilities, public or private.

Social protection within the framework of labour legislation reform in Myanmar

Myanmar has engaged in recent year in a number of important legal and political reforms. Since 2011, the Government of Myanmar has requested ILO’s support for its major legal reform process and in the last few years an impressive number of laws and regulations were adopted. In this context, the ILO conducted a review of labour legislation in 2014 with a view to develop a comprehensive approach to support the progressive drafting of a labour code.
