ILO part of UN Joint Programme with UNDP, UNWomen and UN Habitat

The ILO Office for Pacific Island Countries has been contributing to the development of a UN Joint Programme to support recovery efforts in Vanuatu. The joint programme supports recovery of communities and local government in the provinces and islands affected by Cyclone Pam, with the aim to promote restoration of livelihoods, community and local government infrastructure, debris clearance and building resilience with a special attention to women, young people and most vulnerable groups.

The Joint Programme strategy has two overall objectives: i) to enhance at both the national and local levels Government capacities to respond to the need of affected communities and ii) to enhance community resilience through improved preparedness and the restoration and creation of livelihood opportunities.

The development of the Joint Programme is coordinated by the UN Resident Coordinator and lead by the UNDP.

Since April 2015, the ILO has been engaged with the mentioned agencies do develop the draft Joint Programme. With the finalisation of the Post Disaster Needs Assessment (PDNA). The Recovery Plan currently being developed by the government will provide opportunities for the Joint Programme to support the priority areas identified.

The two specific outputs are:

Output 1
: Government capacities to respond to the needs of affected populations are enhanced both at national and local levels.

Under this component, ILO’s focus will be is to work with other UN agencies and line government ministries/departments to strengthen its current programmes relating to Labour Basted Technology (LBT) for road construction and maintenance, in other islands and provinces.

Output 2: Community resilience is enhanced through improved preparedness and the restoration /creation of livelihood opportunities

Under this component, ILO’s focus will be is to work with other UN agencies and line government ministries/departments to provide employment services to support formal sector workers who lost jobs as a result of cyclone Pam to return to the labour force.
