First session of the Technical Working Group: Pilot on analysis of the demand for the skilled workforce

Bishkek, Kyrgyz Republic, 28 February 2019 – The Ministry of Labour and Social Development of the Kyrgyz Republic chaired the first session of the Technical Working Group (TWG), which was established with the purpose of piloting the Methodology for analysis of the short-term demand for skilled workforce. The workshop was organized under the framework of the ILO Project “Applying the G20 Training Strategy: A Partnership of the ILO and the Russian Federation” (Phase 2).

Bishkek, Kyrgyz Republic, 28 February 2019 – The Ministry of Labour and Social Development of the Kyrgyz Republic chaired the first session of the Technical Working Group (TWG), which was established with the purpose of piloting the Methodology for analysis of the short-term demand for skilled workforce. The workshop was organized under the framework of the ILO Project “Applying the G20 Training Strategy: A Partnership of the ILO and the Russian Federation” (Phase 2).

The Methodology aims to develop a practical definition and proxies for the short-term demand for skilled workforce to be utilized by labour market analysts and VET administrators in the country, enabling to plan training delivery and to suggest methods of data collection and interpretation for calculating the short-term demand for skilled labour force (including the VET graduates) adjusted to the national needs.

The meeting benefited from the attendance of representatives from the Ministry of Labour and Social Development, the Ministry of Education and Science, the Agency for Primary Vocational Education, the National Statistics Committee, workers’ and employers’ organizations, employment centres of Chuy oblast, regional statistics units in Chuy region, lyceums, colleges, and subject matter experts.

The results of a survey of 54 enterprises of Chuy region conducted under the framework of the G20TS Project were presented during the meeting. The survey conclusions demonstrated a gap between the demand and supply side in the regional labour market. Under the regional context, the TWG stressed the importance of the analysis for the country and committed to use the pilot’s results for TVET
enrolment planning, which shall respond to the labour market requirements.

Lastly, during the meeting, members of the TWG reviewed and agreed the steps of the overall pilot process:
  • Analysis of the available data base of juridical entities (legal and individuals) and identification of sampling for the survey of enterprises of Chuy oblast (legal, individuals and self-employed);
  • Survey of enterprises of Chuy oblast to define occupational structure of the labour force (10% of total number of registered juridical entities and individuals);
  • Analysis of the structure of the unemployed in Chuy oblast and methods applied for data collection (sources: database of district employment centres, newspapers, web-sites);
  • Interpretation of results of analysis and survey for calculation of expansion demand by occupations, net replacement demand in 2018, analysis of occupational gaps in the employed labour force;
  • Calculation of the anticipated demand for the skilled workforce by occupations and qualifications for 2019 and forecasts for 2022;
  • Calculation of overall supply of skilled workforce for 2022 by occupations;
  • Analysis of the anticipated surplus and shortage of skilled labour force and preparation of recommendations for TVET enrolment planning.
