Rural Skills Training - A Generic Manual on Training for Rural Economic Empowerment (TREE)

The Training for Rural Economic Empowerment (TREE) methodology ensures that training is linked to economic and employment opportunities, and that disadvantaged target groups, including poor women and people with disabilities, can realize these opportunities and thereby be economically empowered.

This Manual is a source of information and guide to designing, planning and implementing a national programme related to the processes of the TREE methodology. Its content specifically reflects the considerable experience gained by the ILO through implementation of TREE-related technical assistance projects. The TREE Generic Manual is not a blueprint for a project, but a guide developed specifically for planning, designing and implementing training and post-training support programmes to empower poor people and their communities. It is a comprehensive document illustrating systematic processes of setting up a skills development programme based on TREE methodology. It contains guidelines, implementing tools and materials to assist planners, project managers, implementing partners of skills development programmes as part of poverty reduction and empowerment strategies.
