Using technology to link skills with jobs and migration: Assessment of the pilot project and presentation of a working model

To explore the possibility of improving recruitment practices in migration in India, the ILO conceived a pilot project which aimed at using technology to bring destination country employers and job seekers in the skilling eco-system. The report demystifies the challenges faced in linking the skilling and migration ecosystems and proposes an actionable model for linking skills with jobs and migration.

In 2016 India's Ministry of External Affairs and Ministry of Skills Development and Entrepreneurship signed a MoU to promote the migration of skilled and certified workers overseas.

To take advantage of India’s technological advancement in migration through the e-migrate and the current skill and migration eco system in the country, a pilot project was implemented by the ILO titled ‘Assisted overseas recruitment - Linking skills with jobs and migration’ under the EU funded South Asia Labour Migration Governance Project. The pilot aimed to facilitate job seekers to access oversees jobs by themselves, with the support of technology.

The report shares information about the pilot, highlights the learnings and challenges of the project. It also presents an actionable model for future engagement and how collaboration between stakeholders may be facilitated.
