SCORE Phase III - Sustaining Competitive and Responsible Enterprises Programme

The SCORE programme is a global ILO Technical Cooperation Programme, headquartered in Geneva, and is operational in China, Indonesia, Vietnam, Myanmar, Ethiopia, Tunisia, South Africa, Ghana, Colombia, Bolivia, Peru and India. It is funded by the Swiss State Secretariat for Economic Affairs and the Norwegian Agency for Development Cooperation.

Programme Objective

The programme focuses on improving productivity, competitiveness and good working conditions in small and medium enterprises. The key focus is to enable enterprises become more sustainable by adopting cleaner production processes which then results in enhanced productivity and competitiveness, and generation of better quality jobs.

SCORE in India

India has the world’s largest youth population, with 354.4 million people, representing a population share of 27 per cent globally. It is expected that by 2020, India will have the largest job-ready youth population. And with jobs in the agriculture sector steadily declining, India will need to create over 200 million jobs outside the agriculture sector by 2025. This means that a large chunk of job creation will be from the manufacturing sector. As India now is emerging as a leading global economy, MSMEs are being considered as the backbone of the economy.

It is recognized that MSMEs in India have a critical role to play in job creation, inclusive growth and sustainable economic development. Currently, this sector employs an estimated 16 million people and contributes to approximately 40% of the total exports, 45% to the manufacturing output but only about 17% to the total GDP. The Government of India has taken a number of steps to respond better to the needs of the MSMEs in order to help this sector better integrate in supply chains.

Target Beneficiaries

Workers and managers in small and medium-sized enterprises (SMEs) with approximately 20-300 employees.
