Workshop on the Assessment of the Minimum Wage Policy Implementation

The ILO and the National Wages and Productivity Commission (NWPC) held a workshop with Commissioners of NWPC, representatives of the Regional Tripartite Wages and Productivity Boards and distinguished officials from the Government to present and validate the findings on institutional capacities and outcomes of the minimum wage policy in the Philippines.

The ILO and the National Wages and Productivity Commission (NWPC) held a workshop on 3 December 2021, via Zoom to:
  • apprise the Commission and the Boards on the results of the Assessment of the Minimum Wage Policy Implementation;
  • validate findings on institutional capacities and outcomes of the minimum wage policy; and
  • raw inputs on policy review direction to strengthen the minimum wage policy as tool to protect workers against undue low pay, reduce inequality and drive wage growth.
The workshop was opened by Undersecretary Philip Parades of the Department of Labor and Employment (DOLE) and Mr Khalid Hassan of the ILO. This was followed by the presentation of the completed research on the Assessment of the Minimum Wage Policy Implementation, an open forum and break-out group discussions.

The scope of the main presentation included the following components:
  • Institutional Assessment: Examine how existing law is being implemented and determine gaps between law and practice in terms of criteria used, processes, structures and institutional capacities.
  • Outcomes Assessment: Examine the country’s wage structure drawing out empirical patterns or regularities and relating these to some labor market characteristics.
Workshop attendees included the Commissioners of NWPC, representatives of the Regional Tripartite Wages and Productivity Boards and distinguished officials from DOLE, Department of Trade and Industry (DTI) and the National Economic and Development Authority (NEDA).
