Building Capacity for Migrant Workers’ Access to Just Compensation, Post-Return

The Integrated Programe on Fair Recruitment (FAIR project) will conduct a training workshop “Building Capacity for Migrant Workers’ Access to Just Compensation, Post-Return” to help develop the capacities of the caseworkers of Sentro ng mga Nagkakaisa at Progresibong Manggagawa (SENTRO) to identify, develop and, with the help of partners abroad, seek damages on behalf of migrant workers who have been exploited, trafficked or injured in Hong Kong Special Administrative Region (Hong Kong SAR).

The objective of the training is to increase the cross-border case handling capacity of SENTRO’s caseworkers and allied legal practitioners who currently support human trafficking and labour exploitation cases in the Philippines. Specifically, the project will be the first step in enabling these stakeholders to help returnee clients seek civil remedies against their perpetrators in their host countries of employment, even after they have returned home.

This ILO-SENTRO collaboration emerges from Justice Without Border's (JWB) ongoing work on cross-border civil litigation along migration routes connecting Hong Kong SAR, Singapore, the Philippines and Indonesia. The project also builds upon ILO’s long-term work to develop its stakeholders’ capacities to provide wrap-around services to returning workers. This project also builds upon the ILO’s focus on domestic claims, adding cross-border capacities that aim to meet the transnational needs of those who regularly migrate abroad for work.
