Consultation Workshop on Human Resource Results-based Management on Labour Inspection in Mindanao Region

A core component of the ILO Labour Inspectorate Project support is to provide technical assistance to the Department of Labor and Employment (DOLE) for the review of key human resource systems and functions that support labour inspection such as the review of job descriptions of labour inspectors, identification of specific training needs and review of performance monitoring tools and systems. The Project has assisted DOLE in the development of proposed job descriptions for labour inspectors, aligned with provisions of ILO Convention 81 and 129.

A two-day Consultation Workshop was conducted in Mindanao region. The participants were composed of labour inspectors, regional managers of inspectors, regional HR officers and regional planning officers. There were five representatives for the region which consist of one entry-level labour inspector, senior labour inspector, regional Technical Services and Supervision Division, Chiefs (who are the immediate managers of labour inspectors), regional Human Resource Officers (HRROs) and regional Planning Officers (POs).  With a total number of 80 participants from 16 regions, there was a need to conduct two batches of this capacity-building workshop.

The objectives of the event were: (a) to present the DOLE-cleared job descriptions for labour inspectors to regional managers; (b) to develop proposed standard Individual Performance Commitment Review forms to be used for labour inspectors based on the proposed job descriptions, and; (c) to build the capacity of DOLE regional managers on performance management and coaching using proposed HR tools.

The outputs from this activity were:
a) Proposed standard Individual Performance Commitment Review forms to be used for labour inspectors based on the proposed job descriptions.
b) Regional managers were able to enhance their capacity on performance management review and coaching.
