Capacity Building for DOLE Officials and Labour Laws Compliance Officers in Determining Labour Only Contracting (Mindanao)

The ILO conducted three batches of specialized training on handling cases of labour only contracting based on new policy (Labor Advisory No. 10, Series 2016) for 281 labour law compliance officers (LLCOs), conciliators and mediators, and labor arbiters, as part of the new administration’s focus to stop labour only contracting.

Target participants for these series of consultations are all Regional Directors, Field and Provincial Directors, Technical Support and Services Division Officers, selected Labour Laws Compliance Officers, officials of the National and Regional Conciliation and Mediation Boards and executive labour arbiters. This is to ensure uniformity of understanding of related laws on contracting and subcontracting, as applied in assessments and cases.

These trainings provided an opportunity for the regional offices to review their regional inspection plans focusing on labour only contracting mobilizing those who were trained to inspect and handle cases of labour only contracting. According to DOLE, 49,393 workers have been regularised since August 2016 until end of June 2017.
