Project Introduction and Mapping of Disability Projects

Decent work is the ILO's primary goal for everyone, including persons with disabilities. The ILO has worked for over 50 years to promote skills development and employment opportunities for people with disabilities based on the principles of equal opportunity, equal treatment, mainstreaming into vocational rehabilitation.

Background

Decent work is the ILO's primary goal for everyone, including persons with disabilities. The ILO has worked for over 50 years to promote skills development and employment opportunities for people with disabilities based on the principles of equal opportunity, equal treatment, mainstreaming into vocational rehabilitation. Since 2001, the ILO-Irish Aid Partnership Programme has worked in selected countries of South East Asia and East and Southern Africa to promote decent work and a better life for people with disabilities through enabling legal and policy environments, and by providing entrepreneurship development training and access to related services, with a particular emphasis on women with disabilities. The programme has also promoted the inclusion of persons with disabilities alongside non-disabled people in programmes and services relating to employment promotion and economic and social development. In the current phase of the global Partnership Programme (2012-13), Promoting Rights and Opportunities for People with Disabilities in Employment through Legislation (PROPEL – Indonesia) will support the Government of Indonesia and other key stakeholders to address barriers to equal employment opportunities, and promote disability inclusion.

Disability issues still do not get enough attention in Indonesia, however, after the ratification of the UN Convention on the Rights of Persons with Disabilities (UN CRPD) in October 2011, some more attention has been given to promoting rights of people with disabilities by the government, international organisations and DPOs. For effective implementation of the current ILO project, as well as planning and strategies for future work within the area of disability for ILO, also in collaboration with the different line ministries, international organisations, and DPOs, it has been identified that better coordination and information sharing on projects and programmes is wished for. To initiate discussions and sharing of knowledge and information on institutions’ and organisations’ work and focus on promoting the UNCRPD and rights of men and women with disabilities in Indonesia (especially in the area of education, employment, health, and social protection), including dissemination of PROPEL in Indonesia, a workshop for key stakeholders working in disability issues, and mapping of disability projects are crucial to strengthen the relationship between stakeholders and demonstrate commitment in realizing equal employment opportunities and social protection for all, including people with disabilities

Objective and outputs of the Workshop

The workshop will thus consist of three sessions:

  • Introduction of the World Bank’s “DPOs Window” (see details attached, in Annex I);
  • Launch of the ILO’s disability project PROPEL – Indonesia; and
  • Mapping of disability programmes/projects/initiatives in Indonesia.

The main objectives of the workshop for the ILO is to disseminate the objectives of PROPEL, as well as finalise a mapping of the disability work in Indonesia jointly with the World Bank

Participants

The main participants of the workshop (60 persons in total) will be the disability experts/focal points of the Government: Ministries of Social Affairs, Manpower and Transmigration, Education, Health, Coordination Ministry for Social Welfare and Ministry for National Development Planning Bappenas), Employers’ and Workers’ organizations, International Institutions, International NGOs, National NGOs, National DPOs, with representatives from Jakarta and provinces as well as Disability-specific Civil Society Organisations.
