ToT on SIYB for Officers of Employment Development and Expansion Center, Ministry of Manpower and Transmigration

Recently, the Government of Indonesia has committed to revitalize the entrepreneurship as a strategy in employment creation. It clearly manifested among the priorities in the Medium Term Development Planning (RPJMN 2010-2014) which emphasizes the importance of liven up entrepreneurship and competitiveness. The Ministry of Manpower and Transmigration (MOMT) as one of responsible ministries in developing human resources and employment creation demonstrates a strong interest in establishing entrepreneurship education and trainings.

Background & Justification

Recently, the Government of Indonesia has committed to revitalize the entrepreneurship as a strategy in employment creation. It clearly manifested among the priorities in the Medium Term Development Planning (RPJMN 2010-2014) which emphasizes the importance of liven up entrepreneurship and competitiveness. The Ministry of Manpower and Transmigration (MOMT) as one of responsible ministries in developing human resources and employment creation demonstrates a strong interest in establishing entrepreneurship education and trainings. In the fourth quarter 2010, for example, the Ministry released a programme called “the creation of 10,000 new entrepreneurs.” The programme seeks to be synergized with the existing government programmes such as people’s credit funds (KUR) and community-driven empowerment programme (PNPM).

In the context of migrant workers, in 2010 the MOMT provides entrepreneurship trainings for 25,000 migrant workers. The programme aims to empower migrant workers and their families to create self-job through creative industry, agricultural industry and home-based industry. It is expected that the programme will drive the snowball effect in which will capture 2 or 3 labor forces for each created enterprises. In order to provide technical support to the government’s entrepreneurship programme, the ILO Jakarta through its Migrant Workers Project will support in developing capacities of the government officers responsible for training implementation. ILO Migrant Workers Project has a long-standing experience in managing entrepreneurship trainings through collaborating with its tripartite counterparts and other social stakeholders utilizing the ILO well-tested entrepreneurship module named Start and Improve Your Business (SIYB). To date, the Project has trained 40 SIYB trainers and about 600 entrepreneurs with migration background. In addition of these entrepreneurs, there are another 360 male and female trainees trained by the Implementing Agencies (IAs) without the ILO funding.

With identifying the government needs in developing entrepreneurship training capacities, ILO Migrant Workers Project will support the Training of Trainers (TOT) on Start and Improve Your Business (SIYB) for officers of the Employment Development and Expansion Center (BBPPK MOMT) in Lembang. BBPPK is one of the MOMT Training Centers that is responsible delivering marine and agricultural-based processing training at national level. The Center realizes the importance of upgrading their trainers’ knowledge in various entrepreneurship tools. SIYB is to be a new module that will be implemented by the Center through their regular training. Supported by the ILO, the Center has implemented the SIYB training since 2007 and is now really keen to enlarge the SIYB training into their annual programming.

For the ILO, the proposed training will be particular approach to promote the SIYB package to be adopted officially be the Government of Indonesia. It is expected that the training toolkits will enrich the government reference, knowledge and capacities in further undertaking entrepreneurship programmes for community. BBPPK has a unique position since the Center stands at national level and massively trains the local government ministries to be further replicated at provincial and district levels. The Center also provides direct training to communities. Providing TOT on SIYB will be particular benefit for both ILO and BBPPK to expand the service provisions of entrepreneurship towards the community nationwide.

About the SIYB Training of Trainers

This training is to be provided by qualified Master Trainers who have advanced to a high level of proficiency in course materials through extensive and rigorous training and testing provided by the ILO headquarters in Geneva, Switzerland. It will be conducted for 10 days with co-support from ILO Migrant Workers Project and BBPPK-MOMT. After accomplishing the 10-day TOT, the participants then go on to conduct Training of Entrepreneur (TOE) sessions, the training of end beneficiaries. By using this two tiered approach the ILO is able to proliferate SIYB knowledge to a much wider audience. After exercising TOE facilitation, the prospective trainers will be then invited to participate in 6-days Refresher Course, so-called RTOT, in order to bridge experience sharing amid trainers as well as to provide inputs and comments both from the Master Trainer and their peers.

There are core competencies of SIYB trainer that should be entailed in the selection of participants/trainers: (1) promoting the SIYB programme; (2) organizing training events; (3) developing training sessions; (4) conducting TOE training sessions; (5) carrying out after-training-support.

In addition to introducing the trainers to the SIYB materials, the TOT sessions seek to impress upon candidate trainers the technique behind Adult Learning Methodology. The basic emphasis behind this methodology is that “Teaching adults is different from teaching children”. Many adult participants have not attended education since they were school-aged and therefore bring with them a lifetime of experience. They therefore need to be treated with dignity and respect in accordance with their social status. Adult learners are not so much students as participants. Trainers are therefore taught to be aware of their position in relation to adult learners and to respect the position of the individuals whom they teach. Respect becomes the key to effective communication.

The basic core idea behind Adult Learning Methodology is that adults learn best when: (1) they want or need to; (2) they can practice the new learning in a realistic setting; (3) they can relate the learning to past, present or future events; (4) they can measure their progress and receive feedback; and (5) they feel comfortable in a non threatening learning environment. To meet the needs of adult learners the ILO has designed SIYB materials to be easily understandable. Concepts are explained in simple language and are presented in a logical sequence.

Objective and outputs

In order to undertake the implementation of TOT SIYB properly, objectives and outputs are defined as the followings:

1. To enhance the capacities of government in entrepreneurship training service provisions:

  • 1 TOT on SIYB in BBPPK Lembang Bandung;
  • 1 Refresher TOT on SIYB in BBPPK Lembang Bandung;
  • 20 male and female officers of BBPPK trained on SIYB package; and
  • Activity reporting, proposed future activities, strategies, monitoring and evaluation mechanism.

2. To promote the SIYB package to the government’s regular activities/programming:

  • The Center work plan on implementation of SIYB step-down trainings (or called training of entrepreneurs/TOEs) which will be independently conducted by the Center;
  • The Center plan/strategy in integrating the SIYB training package into the government entrepreneurship approach; and
  • 20 officers of BBPPK will master SIYB package and act as the trainers for the government entrepreneurship programmes utilizing SIYB toolkits.
