Workshop on Employment Diagnostic Analysis in Kupang, NTT

the workshop is amed to build capacity in employment diagnostic analysis among the ILO constituents and to reach a shared understanding of the nature of the main constraints and challenges to productive employment generation in Nusa Tenggara Timur as a basis for a more coherent policy making at the provincial level.

Background

Indonesia is one of the countries selected for in-depth analytical work within the Sida-funded project ‘Promoting Inclusive Job-rich Growth’. During subsequent discussions with ILO CO Jakarta it has been agreed that work under this project in Indonesia should primarily focus on the provincial level, in view of the substantive work already done at the national level through the joint ADB-ILO inclusive growth diagnostic work and the high degree of decentralised governance in Indonesia. To this end, basing on the requests of respective provincial governments, the work will focus on three provinces: Jawa Timur (East Java) and Nusa Tenggara Timur (NTT) and Maluku.

A first scoping mission was held end of June 2010 aimed at anchoring the proposed work among constituents at the national level, discuss its integration in the overall ILO portfolio in Indonesia and have a first presentation to and discussion with ILO constituents in East Java of the nature of the proposed analytical work. During the subsequent mission workshops have been held in Ambon, Maluku, after which it was agreed that similar work shall be done in Maluku in the second quarter of 2011.

Objectives of the Workshop

The objective of the workshop is to build capacity in employment diagnostic analysis among the ILO constituents and to reach a shared understanding of the nature of the main constraints and challenges to productive employment generation in Nusa Tenggara Timur as a basis for a more coherent policy making at the provincial level.

The objectives of the workshop are to address the following issues:

  • Create a better understanding of the constraints and opportunities for increasing productive employment in NTT and of the policy measures and interventions needed to address these;
  • Create a sound knowledge base for the development of employment/development strategies/policies at the provincial level in NTT;
  • Train in employment diagnostic analysis; and
  • Foster social dialogue.

Activities

During the workshop in Nusa Tenggara Timur (18-20 January), participants will be trained on the conceptual and methodological aspects of employment diagnostic analysis. The workshop will build on the initial finding of employment diagnostic analysis. Discussions will be organized in work groups with the aim to:

  • identify the main constraints to productive employment;
  • identify causes; and
  • come up with possible policy conclusions.
