Target beneficiaries

Ultimate Beneficiaries: Federal Ministry of Overseas Pakistanis and Human Resource Development (MOPHRD), all four Provincial Labour Departments, Employers’ Organizations and Workers’ Organizations.
Other Beneficiaries: Federal and provincial statistical offices, provincial Women Development Departments (WDDs), National Human Rights Institutions, Federal Ombudsperson Secretariat (FOS), National Commission On the Status of Women (NCSW).
The project will also benefit the social dialogue institutions such as the Federal and Tripartite Consultative Committees.

Project Objectives

The project will Support and collaborate with ILO’s tripartite constituents and other relevant stakeholders in application of ILO C-100 (Equal Remuneration Convention (1951) and ILO Convention C-111 (Discrimination- Employment and Occupations-(1958).
The project has following objectives:
  • Strengthening institutional research and analytical capacities in the area of gender and non-discrimination.
  • Mainstreaming gender and non-discrimination in national and provincial policy and regulatory formulation.
  • Awareness raising on gender and non-discrimination (e.g. harassment at the workplace against men and women).
  • Enhancing capacity of the tripartite stakeholders on reporting requirement under ILO Supervisory mechanisms in the context of GSP Plus.
  • Technical assistance towards the promulgation of federal and province specific laws on gender and non-discrimination.

Main Activities

Implement provincial tripartite consultative seminars to identify advocacy and affirmative actions on C-100 and C-111.
  • Provide technical support to Provincial Labour Departments in drafting new labour laws/amendments to mainstream the provisions of C-100 and C-111.
  • Broaden technical support to the Federal Ministry of OP&HRD to develop national action plans and a national policy on equal opportunities and treatment in employment as well as discrimination in the world of work.
  • Build capacity through training of federal and provincial statistical offices and Provincial DoL on gender mainstreaming in statistical processes, develop related indicators.
  • Provide technical support to federal and provincial statistical bureaus, Ministry of OP&HRD provincial DOL’s and provincial WDDs to generate gender sensitive/responsive reports encompassing aspects of equal pay and discrimination.
  • Develop Resource material (guides, handbooks, posters) on C100 and C111 targeting formal and informal economy workers and employers.
  • Provide technical support to social partners in improving collective bargaining capacities and building the capacities of trainers by providing them relevant training opportunities at the ITC/ILO.
  • Provide support to the development of Provincial HBW’s policies and support the establishment of at least 1 HBW union in Pakistan.

Project Outcomes

Provincial Governments, supported to mainstream Equal Remuneration (C-100) and Discrimination Employment and Occupation (C-111) Convention into domestic legislation through social dialogue and develop related policy and legal actions.
  • Improved capacity of Federal and Provincial Statistical Departments and Provincial Labour Departments to Mainstream Gender in the Data collection processes.
  • Improved capacity of the Worker’s and Employer organizations and National Human Rights Institutions (FoS, and NCSW) to increase their advocacy capacity on equal opportunities and treatment in employment and discrimination in the world of work.
  • To demonstrate actions that facilitate decent work for informal workers in particular Home Based Workers at the sectoral level.
  • Improved capacity of the national training institutions to integrate Fundamental Rights at Work in the training curricula for Judges and Lawyers Labour Inspectors and Media Professionals.
