Angola

The Partnership Protocol Agreement to implement the TACKLE project in Angola was signed in 2009 between the International Labour Organization, the European Union, and the Government of Angola. Subsequently, the Project Advisory Board (PAB) Committee was formed in November 2009. The Committee became a space for consultation and coordination among partners working in combating child labour.

Output 1: Improved country level child labour and education legal framework

  • The Partnership Protocol Agreement to implement the TACKLE project in Angola was signed in 2009 between the International Labour Organization, the European Union, and the Government of Angola. Subsequently, the Project Advisory Board (PAB) Committee was formed in November 2009. The Committee became a space for consultation and coordination among partners working in combating child labour.
  • The PAB operates under the National Subcommitte to Combat Child Labour which was officially established through the Decree 50/91 in August 2011.
  • TACKLE supported the Ministry of Public Administration, Employment and Social Security (MAPESS) to organize four technical meetings to discuss and update the list of hazardous labour for children.

Output 2: Strengthened institutional capacity to formulate and implement child labour strategies

  • Workshop on Child Labour in the Community of Portuguese Language Countries (CPLP): The workshop was held in Angola on the 17th and May 18th and organized by TACKLE and the US-Brazil-ILO partnership project for South-South cooperation and triangular for the Portuguese Speaking Countries in Africa (PALOP). It was attended by 76 participants from different provinces of Angola, tripartite representatives from Cape Verde, Sao Tome and Principe, ILO specialists from Cameroon, Guinea Bissau, Portugal and HQ.
  • In parallel to the CPLP workshop, the National Union of Workers of Angola (UNTA-CS) held, in, a training on child labour for members of its trade union on 17 -18 May, with the objective of working towards making the workplace a territory free from child labour.
  • The completion of the Survey of Population Welfare (IBEP) provided information on child labour and education. The database is being processed and supplied by the National Institute of Statistics of the Government of Angola.

Output 3: Targeted actions to combat child labour

  • Activities under this result are yet to be undertaken.

Output 4: Enhanced knowledge base and networks on child labour and education

  • Field activities were conducted to celebrate the World Day Against Child Labour (WADCL) by local partners in 2012. The celebration of the WDACL was marked by a TV Debate on child labour that was broadcasted nationally by the TV Zimbo. Representatives of TACKLE, the Ministry of Education (MED), MAPESS, the Angolan National Children Institute (INAC), and the Kandengues Unidos NGO participated to the debate.
