ILO Conference examines application of labour standards in 26 countries
The conclusions of the Committee on the Application of Conventions and Recommendations were adopted on the closing day of the International Labour Conference.
GENEVA – The Committee on the Application of Conventions and Recommendations of the International Labour Conference (ILC) has examined 25 individual cases of problems in the implementation of labour rights and one case of significant progress.
The 25 cases concern the following countries: Bangladesh, Belarus, Cambodia, Canada, Chad, Dominican Republic, Egypt, Fiji, Greece, Guatemala, Honduras, Islamic Republic of Iran, Kenya, Republic of Korea, Malaysia, Mauritania, Pakistan, Paraguay, Saudi Arabia, Senegal, Spain, Swaziland, Turkey, Uzbekistan and Zimbabwe.
The ILC Committee drew special attention to three cases: Belarus, Fiji and Uzbekistan.
In the case of Iceland, the Committee noted significant progress with respect to the manner in which the country has implemented one of the Conventions.
The General Survey discussed by the Committee this year was on Collective bargaining in the public service. It is the first one to be conducted on the Labour Relations (Public Service) Convention, 1978 (No. 151), the Collective Bargaining Convention, 1981 (No. 154), the Labour Relations (Public Service) Recommendation, 1978 (No. 159), and the Collective Bargaining Recommendation, 1981 (No. 163).
The aim of general surveys is to provide guidance to member States on how they can give effect to the ILO instruments in question, examine the obstacles to ratification that are being encountered, the prospects for ratification, as well as the technical assistance available for countries to overcome such obstacles.
The Committee adopted conclusions setting out elements for a Plan of Action to promote the Conventions mentioned above.
Once a country has ratified an ILO Convention, it has an obligation to report regularly on the measures it has taken to implement it.
The Committee of Experts on the Application of Conventions and Recommendations, which is an independent body composed of legal experts, is charged with examining the application in law and practice of ILO Conventions and Recommendations by ILO member States.
The reports of the Committee of Experts are discussed by the tripartite Committee on Application of Standards of the International Labour Conference, which adopts conclusions on the cases it examines.
The role of the International Labour Conference is to adopt and oversee compliance with international labour standards, establish the budget of the Organization, discuss important issues of concern to the world of work and elect members of the ILO Governing Body (the executive body of the Organization).
