Promoting Public-Private Dialogues in Destination Development and Promotion along Ho Chi Minh trail in Quang Nam and Thua Thien Hue Provinces

Ho Chi Minh trail crosses the poorest western mountainous areas of Quang Nam and Thua Thien Hue province where possesses many potentials to develop tourism including beautiful unique features of ethnic minority culture, history, nature and landscape. In order to promote tourism development for poverty reduction and create biodiversity-friendly livelihoods, the government in these provinces and tourism private businesses had dialogues facilitated by the ILO and all the commitments from governmental agencies were recorded in one Memorandum of Understanding (MoU) for a more effective implementation and monitoring.

Background

Some highlighted problems tourism investment in the mountainous areas can be summarized as below:
  • Lack of mechanisms/ policies to provide comprehensive support for all the destinations. Currently, each destination in one locality is being developed separately;
  • Shortages of policies which help promote destinations and encourage tourism businesses participating in product development;
  • A low-skilled human resources for tourism services in mountainous destinations;
  • Poor infrastructure conditions focusing on the road, water, electricity and medical facilities;
  • Limited awareness of communities in sustainable production;
  • Lack of experiences and resources as well as the support for the related units in tourism promotion;
  • Lack of coordination and cooperation in developing products in Ho Chi Minh Trail.
Based on these needs, a farm trip of 4 days to connect destination and a Private - Public Dialogue on cooperation in connecting destinations along Ho Chi Minh Trail has been organised with the technical support of the ILO in the four districts: Nam Giang, Dong Giang, Tay Giang and A Luoi.

Objectives

  • To address the highlighted problems concerning a mechanism/policy in the development and promotion of the mountainous tourism attractions.
  • To promote the partnership between government agencies and businesses for developing local community-based sustainable tourism and promoting destinations in the two provinces along Ho Chi Minh trail.

Output

A Memorandum of Understanding (MOU) recorded the collaboration of 4 districts in two provinces along Hochiminh which identifies clearly scopes of partnership.

Approximately 70 participants from tourism businesses, media, governmental agencies in Quang Nam and Thua Thien Hue Provinces
