Developing Design Parameters and Implementation Modalities of a Public Employment Policy for Unemployed and Underemployed People in Viet Nam

This is an extension of project “Enhancing income security measures and employability programmes for the unemployed and vulnerable workers in Viet Nam”

Project context

Viet Nam has achieved remarkable economic performance and strong levels of poverty reduction. However, the informal economy is widespread. There are 15 million informal workers in Viet Nam, out of a total non-agriculture employment of 25 million. Six out of ten non-farm jobs in Viet Nam are informal; that is, without social protection. Instead of being unemployed, people have accepted insecure and precarious jobs. The current unemployment insurance scheme coverage is still low. The majority of the poor and vulnerable workers will mostly not benefit and lack protection at work.

To address the shortfalls in its current social protection system, the Communist Party has urged the Government of Viet Nam to “urgently study and design a Public Employment Program”. The new Employment Law adopted a Public Employment Policy (PEP) and the Government is working on the development of the content of the PEP in related decree and circular to guide implementation of the law. The Government is to clarify the principles, strategies and operation mechanism for PEP in public infrastructure, environmental works and social services.

Project objective

To support the development of a Public Employment Policy, called for under the new Employment Law approved in December 2013

Project outcomes

  • Project partners understanding and capacity to identify key design parameters of the PEP are enhanced through feasibility study and exposure to international and national PEP experience.
  • Project partners are capacitated in drafting of PEP related decree and circular/s with technical support from the project.
