Standards Review Mechanism Tripartite Working Group (SRM TWG)

Eighth meeting of the SRM TWG (2023)

As decided by the Governing Body at its 346th Session in October-November 2022, the eighth meeting of the Standards Review Mechanism Tripartite Working Group (SRM TWG) took place from 11 to 15 September 2023.

During this meeting, the SRM TWG undertook a review of three instruments concerning maternity protection and seven instruments concerning protection of children and young persons (night work of children and young persons and minimum age). It also examined the follow-up to be taken to six instruments concerning social security (old age, invalidity and survivors’ benefits), two concerning maternity protection, and six concerning protection of children and young persons, all of which had been previously determined to be outdated.

Preparatory documents

A series of preparatory documents facilitated discussions at this meeting. The first group of documents concern the SRM TWG’s review of the maternity protection and protection of children and young persons (night work of children and young persons and minimum age) instruments, and the examination of the follow-up to the outdated instruments on social security (old age, invalidity and survivors’ benefits), as well as those concerning maternity protection and protection of children and young persons. A second group of documents are supporting documents concerning the SRM TWG’s internal work plan, the implementation of previous SRM TWG recommendations, and arrangements for the ninth and subsequent meetings.

Government information sessions

On 4 September 2023, the Office held an information session for governments. The purpose of this session was to share information on the SRM TWG’s eighth meeting and in particular to introduce the documents prepared by the Office to facilitate the work of the tripartite working group. Approximately, 55 representatives of governments attended the information session. The Director of the International Labour Standards Department made a presentation, that may be accessed here (please use Chrome).

Organization and planning

The agenda of the SRM TWG meeting is subject to change during the week. Please note that the meeting (including the plenary and, other than some on the first day, group meetings) will be held in the temporary building of the ILO.

Outcome

The SRM TWG reached consensual decisions in relation to the matters on its agenda. It reached final decisions in relation to the instruments concerning maternity protection, social security (old age, invalidity and survivors’ benefits) and minimum age; and postponed its decision on the classification of the instruments concerning night work of children and young persons, pending research that it requested from the Office, until its next review at an appropriate time.

The SRM TWG’s recommendations were approved by the Governing Body at its 349th session:
