Standards Review Mechanism Tripartite Working Group (SRM TWG)

Fourth meeting of the SRM TWG (September 2018)

As decided by the Governing Body at its 331st Session in October-November 2017, the fourth meeting of the SRM TWG took place at the ILO in Geneva from 17 to 21 September 2018. During this meeting the SRM TWG undertook a review of 9 instruments concerning occupational safety and health (specific branches of activity), labour statistics and labour inspection. It also examined the follow-up to be taken to a further two outdated instruments falling within those subject areas that had been examined for the first time by the SRM TWG at its second meeting in October 2016.

Preparatory Documents

A series of preparatory documents facilitated discussions at this meeting. The first group of documents concern the SRM TWG’s review of the nine instruments concerning OSH (specific branches), labour inspection and labour statistics, and the examination of the follow-up to the two outdated instruments falling within those subject areas. The second group are supporting documents. A third group of documents include two options papers with institutional implications, as requested by the SRM TWG at its third meeting in September 2017.

Outcome

The SRM TWG reached consensual decisions in relation to nine instruments concerning occupational safety and health (specific branches of activity), labour inspection and labour administration (labour statistics). It also considered the follow-up to be taken to two further instruments falling within those topics and previously determined to be outdated.

The SRM TWG recommended that six instruments should be classified as up to date and three instruments should be classified as outdated. The SRM TWG decided that its recommendations would comprise practical and time-bound packages of follow-up action. The SRM TWG called on the Organization to take the appropriate measures to guarantee the time-bound element of all its recommendations resulting from its review of standards. At the fourth meeting, these recommendations included the placing of five outdated instruments on the agenda of the Conference in 2022 or 2024 for consideration of abrogation or withdrawal. The SRM TWG also recommended follow-up action involving promotional campaigns and additional non-normative follow-up. The SRM TWG’s recommendations were approved by the Governing Body at its 334th Session.
