Consultation Workshop on Draft Circular for Compulsory Pension Scheme in Ho Chi Minh City

The workshop is to collect comments, inputs and concerns from different stakeholders, especially enterprises and workers, on the first draft of the circular guiding the implementation of the provisions on compulsory social insurance in the Social Insurance Law and the Decree No 115/NĐ-CP dated 11 November 2015.

Background

On 11 November 2015, the Government issued Decree No 115/NĐ-CP which detailed the provisions on compulsory social insurance in the Social Insurance Law, and assigned MOLISA to provide guidance on its implementation.

To complete the assignments given by the National Assembly and the Government, MOLISA is developing a draft circular which elaborates further some provisions on compulsory social insurance in the Social Insurance Law and provides guidance to implement the Law and Decree No 115/NĐ-CP dated 11 November 2015. The drafting team has to consult a wide range of individuals and organizations to make sure that when the law is implemented, there will be no avoidable problems that affect the workers’ benefits.

In view of the above, MOLISA organizes two consultation workshops, one in Hanoi and one in Ho Chi Minh City.

Outputs

  • A report compiling comments and inputs from the workshop participants; and
  • The second draft of the Circular that reflects the ideas which are agreed upon by majority of the workshop participants.

Participants

75 participants from related ministries, National Assembly, the Prime Minister’s Office, DOLISAs, provincial VGCL, VCCI, VSS, mass organizations and big enterprises.
