The ILO Office for Turkey organized a meeting on 30 June 2015 with the participation of relevant parties to introduce the project “ILO Response to Syrian Influx.”

The participants to the meeting included Erhan Batur, Deputy Undersecretary of the Ministry of Labour and Social Security, Yusuf Büyük, Deputy Undersecretary of the Ministry of National Education, Nurcan Önder, General Director of Labour from the Ministry of Labour and Social Security and top level representatives from the Ministry of EU Affairs, Turkish Employment Agency, Social Security Institution, General Directorate of Migration Management from the Ministry of Interior, Prime Ministry Disaster and Emergency Management Presidency, EU Delegation and trade unions.

The meeting started with opening speech by Numan Özcan, the Director of ILO Office for Turkey. Özcan said, “The Syrian crisis has now become a global threat beyond a problem that related to a single country or a region. As a matter of fact, the United Nations refers to the crisis as the most pressing political, humanitarian and security problem of our present day world. Today Turkey is the country rooming in the largest number of refugees in the world including not only Syrians but people from other countries as well. The problem has now assumed dimensions far beyond the capacity of a single country to handle. Given this, the United Nations has launched an initiative called ‘Regional Refugee and Resilience Plan (3RP)’ to respond to the Syrian crisis and its effects in the fields of humanitarian aid, resilience and development. One of the most important components of this UN plan is to provide and improve means of subsistence. And the ILO has its important role to play in relation to this component that seeks to help both refugees and host communities.”

Özcan drew attention to the fact that realization of the right to work may yield its positive consequences for both Syrian under the temporary protection regime and national economies of host countries and said as the ILO they are ready to undertake their responsibilities in this regard. Özcan informed the participants about the ILO project for Syrian under the temporary protection regime including envisaged activities in such fields as institutional capacity building, research on effects of labour markets, support to local economic development, integration to labour markets, technical support and information building.

After Özcan, Erhan Batur, Deputy Undersecretary of the Ministry of Labour and Social Security stressed the importance of ILO initiative to support Syrian under the temporary protection regime and pointed to the need to undertake further responsibilities in this regard. Yusuf Büyük, Deputy Undersecretary of the Ministry of National Education addressed the education and child labour aspects of the issue, stressing the need for work in these areas as well.

All stakeholders including representatives from the government and social partners expressed their contentment for the launching of the project and confirmed their commitment to contribute.
