Opening remarks by Minister Pham Thi Hai Chuyen at policy dialogue on AEC

Ladies and gentlemen,

First of all, on behalf of the Ministry of Labour, Invalids and Social Affairs (MoLISA), I would like to welcome distinguished guests from the Ministries, agencies, tripartite social partners and international organizations in Viet Nam to the National Policy Dialogue: “ASEAN Community 2015: Managing integration for better jobs and shared prosperity” today.

Ladies and gentlemen,
As you are aware, the Association of Southeast Asian Nations (ASEAN) consists of 10 State members, and Viet Nam, as a member, is actively working to foster the formation of the ASEAN Community in 2015 with three central pillars: Political Security, Economics, Cultural and Social Affairs.

During recent years, on the basis of the resolutions of the Party Congress, particularly the eleventh Party Congress Resolution on active international integration, and more recently the Government’s Resolution No. 31/NQ-CP dated 13/5/2014 on the issuance of the Government’s Action Plan on the implementation of the Politburo’s Resolution No. 22-NQ/TW dated 10 April 2013 on international integration, international integration in labour and social issues has been expanding in scope, proved rich in content and diverse in form.

The organization of a National Policy Dialogue with such theme is indeed a move helpful to all of us, especially the country’s tripartite partners and international organizations/partners in Viet Nam with the purpose of (i) exchanging and promoting understanding towards Viet Nam’s comprehensive international integration policy; (ii) grasping the impact of the ASEAN Community in 2015 on the ASEAN labour market, opportunities and challenges to the community and some policy proposals about the creation of additional better jobs and those aimed for evenly distributed development.

MoLISA appreciate the initiative of ILO and ADB in jointly conducting their research “ASEAN Community 2015: Managing integration for better jobs and shared prosperity” and organizing the public release of the research in Viet Nam, a meaningful event held on the sidelines of the upcoming “6th APEC Human Resources Development Ministerial Meeting” which is also held at Hanoi Melia Hotel in two days on 5-6 September, 2014.

The report presents the overall picture about the ASEAN’s labour market and economic trends in recent time, assesses the impact of the ASEAN Economic Community (AEC) on labour market via model simulations and policy analysis in order to provide evidence-based policy proposals for the creation of better jobs and balanced development to ensure benefits for all. It highlights the key priorities central to solving the challenges and taking advantage of the opportunities which the AEC will offer in promoting regional cooperation mechanisms, boosting structural changes and improving employment quality, bolstering skills development, raising productivity and salaries, and better managing labour immigration.

The implementation of the report shows high-level commitments from stakeholders in assisting the ASEAN Secretariat and ASEAN member states in developing an ASEAN community that places people at the centre through promoting better jobs and shared prosperity. The research’s results will serve as an important basis for tripartite partners in Viet Nam and distinguished delegates to engage in our official dialogue so as to further identify the opportunities and challenges to the international integration process in general and the integration into the ASEAN Community in 2015 in particular for better jobs and shared prosperity in Viet Nam.

With these objectives and dialogue contents, I would like to announce the commencement of the National Policy Dialogue. I hope that the Dialogue will gather remarks and comments that are useful to the participants today, and it will also be useful for MoLISA, with the assigned role of hosting agency of one of the ASEAN Community’s three top pillars, in cooperating with 12 relevant Ministries and agencies to make proper adjustments to the plans, top priorities and activities for the preparation of the ASEAN Community integration in 2015.

Lastly, on behalf of MoLISA, I would like to extend my sincere thanks towards ILO and ADB for their co-operation and technical support for the ASEAN countries and Viet Nam. I hope to continue enjoying further co-operation and technical support from international organizations/partners in labour-related and social issues so that Viet Nam will be able to effectively manage deeper international integration as well as the integration towards ASEAN Community for better jobs and shared prosperity.
