Decision on the 16th item on the agenda: Report of the Working Party on the Functioning of the Governing Body and the International Labour Conference

Following the discussion and lessons learned from the 105th Session of the Conference (2016) in its Working Party on the Functioning of the Governing Body and the International Labour Conference, the Governing Body decided to:

(a) continue to explore further improvements which could be trialled or implemented at future sessions of the Conference;

(b) request the Director-General to prepare for its consideration at the 329th Session (March 2017) a detailed plan of work for the 106th Session of the Conference (2017) based on a two-week format.

The Governing Body requested the Office:

(a) to review and report to its 329th Session (March 2017), in light of the discussion of the Working Party, on a first set of amendments to the Standing Orders of the Conference, contained in the appendix to document GB.328/WP/GBC/1/1. These amendments were aimed at ensuring the effective functioning of the International Labour Conference in its reduced two-week format;

(b) to informally consult with all groups on a revised first set of amendments before publishing the official Governing Body document submitted to the 329th Session (March 2017);

(c) to consult on additional draft amendments for simplification and modernization of the Standing Orders of the Conference, taking into account the views expressed and guidance provided during the discussion, for consideration by the Governing Body at its 331st Session (November 2017).

The Governing Body requested the Office to prepare for its 329th Session (March 2017) a consolidated report on the reform of Regional Meetings, taking account of the issues identified during the discussion held in the Working Party, together with recommendations for improvements in those areas.
