The Dynamic Social Accounting Matrix (Dy SAM) is an assessment tool which helps to compare the cost- effectiveness and employment dimension of different technologies applied in the implementation of infrastructure investment, Government spending or other public policies. This Working Paper should help technicians and modellers gain a basic understanding of the functioning of the DySAM and its potential for aplication for policy advice.
