Updates earlier ILO work on income and poverty from the 1980s, Successes in anti-poverty, ILO, 1998. Follows the same methods but takes data from the 1990s. Identifies "successes" and "failures" in anti-poverty performance, in other words, those countries which did significantly better or worse than predicted given their level of resources.
