Reviews studies on the effects of minimum wage legislation on the level of employment and poverty and analyses developments in minimum wages in developing countries during the 1980s and 1990s. Tests the response of employment and poverty to changes in the minimum wage using ILO time series data for more than 20 countries during the early 1990s.
