Examines the advantages and limitations of public works programmes aiming at poverty alleviation through welfare effects (Employment-based Safety Nets, EBSN) or poverty reduction through stimulated development (Labour-based Infrastructure Programmes, LBIP). Gives examples from selected African and South-Asian countries.
