Analyses the reasons for the alleged failure of national vocational education and training systems (VET) to provide the main target groups among the poor with the knowledge and skills needed to increase significantly their productivity and incomes. Focuses on the two main dimensions of the crisis: the failure to reorient training systems to support the poor and the limited outputs and impacts of the training services that are provided by public and private sector organizations.
