The STRENGTHEN2 project is building the technical capacity of national actors on Employment Impact Assessment and development policy simulation in Senegal

STRENGHTEN2 organized a five-day training in Senegal at the request of the Ministry of the Economy, Planning and Cooperation to build the technical capacity of national actors in Employment Impact Assessment and development policy simulation.

From 25 to 29 September, a total of 26 participants took part in the training, with representatives of government ministries, including the Ministry of Infrastructure Land Transport and the Ministry of Youth, Entrepreneurship and Employment, alongside participants from Senegal-based universities, the National Agency of Statistics and Demography, national implementing partners for EU-funded investment operations and employers’ and workers’ representatives.

A one-day general training was conducted to introduce the participants to employment indicators and measurements in general and green jobs, followed up by a four-day advanced training on Input-Output Table, the calculation of employment multipliers, Green Job Assessment Model, difference-in-difference methods, propensity score matching, and the Leontieff model using R software.

Resulting of the STRENGHTEN2 training almost all the participants reported that their skills in assessing employment impact had improved, and moreover, 80% felt technically equipped to implement Employment Impact Assessment techniques in their work.

Besides the training, during the mission various meetings with key stakeholders were conducted, including with the National Agency of Statistics and Demography, the Department of Employment in the Ministry of Youth, Entrepreneurship and Employment, Ageroute, the National Employers Council, the Confederation of Autonomous Trade Unions of Senegal, National Electricity Company of Senegal and Senegal-based universities.
