Sailors infected with Covid 19
The ship is detained following numerous cases of illness reported on board. Worse the death of one of the sailors (Chinese) recorded. Further inspection was therefore necessary.
Non-payment of wages since November 2021 (transfers to family and cash to sailors)
Drinking water problem on board noting that the previous fresh water refuelling took place on July 7, 2021. Noted as daily consumption a dozen tons
Few foodstuffs in the stores, in particular just two boxes of fish, poor quality of rice and like fruit, barely five oranges

Marine Department of Hong Kong, China, as the flag administration did not receive the notification on 30th January 2022. The first email copied to Marine Department was on 10 February 2022, Marine Department immediately intervened the case.
The company took replenishment of provision and fresh water on 1 January, 19 January 2022 before the inspection, and took replenishment of food provision and living stores again on 10 February 2022 after the ITF inspection. The ITF inspector confirmed “no request for any kind of order for food and other items, and confirmed the four sick crewmembers had been repatriated”.

Marine Department of Hong Kong, China, informed that five seafarers (not seven as ITF reported) were repatriated only (four crewmembers were COVID-19 infected, and one crewmember were malaria infected). The remains of the deceased Chinese seafarer will be cremation in local (not repatriated as ITF report). The remaining 19 crewmembers have not completed their contract yet and optioned to continue service on board instead of repatriation (not waiting repatriation as ITF report).

Marine Department of Hong Kong, China informed that all the 17 Chinese crew had been fully paid on time. As for the eight Myanmar seafarers, payment had been made in full to the local manning agency in Myanmar, but transferring to the seafarers was delayed due to the banking problem in Myanmar since November 2021. On 8 February 2022, the seafarers’ families were paid immediately by cash by manning agency in Myanmar.

The ship, currently in the port of Abidjan, Cote D’Ivoire, has 24 seafarers onboard from People’s Republic of China (17) and Taiwan, Province of China (7) who were abandoned since 30 January 2022 and are owed 4 months of wages.

The ship departed the port on 25 February 2022 after the correction of all ITF findings with 19 crewmembers on board in healthy condition. (not 21 crewmembers of ITF report).
All seafarers were serving on board with valid Seafarer Employment Agreement (they signed on 30 March 2021, 25 August 2021, and 11 September 2021) and necessary maintenance from the shipowner. Their service period on board was less than 11 months at the time of the ITF inspection. The shipowner was maintaining ties with all the seafarers and paying to the seafarers according to their entitlements under the SEA. There was no severance of ties between the shipowner and seafarer. The company covered all payment of replenishment, repatriation, maintenance cost and paid all crew’s entitlement without difficulty.

The 260 tones fresh water had already been supplied on board on 24 January 2022 before the ITF inspection on 1 February 2022 (not on July 7 2021 as stated by ITF).
Hong Kong, China considers no abandonment incident occurred on board the Hong Kong registered ship "Cleantec", and would request IMO to consider the abovementioned justifications and remove the entries accordingly. We would also appreciate that IMO could clarify the criteria of “abandonment” taking into consideration of the provisions as stipulated in A2.5.2 of MLC and the relevant guidelines.

Vessel was detained for a number of deficiencies, which have now been resolved.
Owed wages for the crew have been paid and the seafarers repatriated.
