The abandonment of CHLOE V, IMO Number 9457452 has been reported to the UK P&I Club. I will update colleagues here as soon as I have further information.

The vessel has been under arrest by the Singaporean High Court (via the local sheriff) since 30 July 2021 and is currently at Singapore “AEBA” anchorage. The initial case, brought forth by the previous charterer, was resolved in court on 10/14/21; however, the vessel was immediately rearrested by another creditor and remains so at present. The Marshall Islands Maritime Administrator currently has a No Sail Order in place and has been working with the local authorities, the vessel operator, and the Master to get the crew paid off and repatriated.
As of 7 November 2021:
• Of the original 28 crew, 14 have been repatriated and paid in full.
• The remaining (14) crew on board have been paid through 1 October.
• Efforts are being made to further reduce the crew by disembarking the 2nd Eng, the extra 2nd Mate, and ETO.
• The vessel is currently awaiting permission from Singapore MPA for the further crew reduction.
• As flag, we have already sent our “no objection” letter to Singapore MPA for a further reduction in crew as the vessel is at anchorage within port limits.
• The vessel has received necessary provisions and diesel.
• Vessel manager is cooperating and working to resolve this very complicated situation.
• Legal proceedings are still ongoing.
Despite the arrest of the vessel, the operators and flag State will continue to monitor the circumstances on board and work in conjunction with others to render the necessary assistance. The vessel will remain under a flag State “No Sail Order” until all wage/repatriation issues are fully resolved.

Regarding the ‘CHLOE V’ (IMO Number 9457452), flag: Marshall Islands, registered owner in Greece, which is abandoned in Singapore since 30 July 2021 having on board 28 seafarers from Bulgaria, Philippines, Romania and Russian Federation who all are awaiting repatriation. The P&I insurer is the UK P&I Club.

Up to November, the company had paid all the salaries up to the end of September and managed to repatriate some of the crew members. The company sent us all the evidence for these payments. Currently 13 crew members remain on board and totally 16 crew members are unpaid since October (3 crew members were repatriated in November). The vessel is now being monitored by the Sheriff in charge and the mortgage bank has also been involved. They are also watching the matter of wages, provisions, diesel oil etc. According to our information the vessel will be auctioned.
