The Bank Natixis has paid all wages and is keeping the ship supplied with provisions and general supplies, but the ship has many mechanical problems and has no Heat at this time. The ship has been supplied with Space heaters and the Interim Ship Company Raven Ship (appointed by Natixis) is handling the daily operations.

Thank you for your e-mail regarding the "Newlead Granadino" case.

Our labor attache in Washington D.C. has informed our labor attache in London and this Embassy that the Philippine Labor Office in Washington D.C. has been working on this case in coordination with the International Transport Workers' Federation (ITF) Inspector in Baltimore, and the Baltimore International Seafarers Center. Three of the crew members were already repatriated last November and eleven are still awaiting repatriation. The labor attache has visited the crew members onboard and provided them with food and toiletries. The Filipino community in the area also provided for some of their basic needs.

The Philippine Department of Labor and Philippine Overseas Employment Administration are kept updated on the situation of the seafarers. The manning agency responsible for their deployment is Inter-Orient Maritime Enterprises Inc.

The labor attache informed us that Newlead Grandino was detained by the US Coast Guard for failing an inspection (engine problems). The seafarers were already paid their back wages and continue to receive salaries as they await repatriation.

The labor office in Washington D.C. remains in contact with the crew members and ITF.

Thank you for your inquiry and the opportunity to comment. The United States would like to clarify that the United States Coast Guard and Transport Malta have been in contact throughout the duration of the developments involving this vessel. As of January 10, 2017, 12 crew members remain on board with food, water, and heat provided in the form of portable electric heaters.

The ship is at an anchorage in Baltimore. The men now have provisons and pay. The boilers are broken which would supply the heat for the vessel. Repairs have been slow going and parts are still needed.
The USCG has been waiting for a reply from Malta for weeks, Malta does not show much if any interest in this vessel or the men aboard.
