Provisional Certificate of Registry issued by international Ship Registry of Cambodia expired on July 25, 2006. So, ITF could't notify this situation to flag state.

International Shipping Federation (9 avril 2010)
Russian(10) and Ukraine(4) crews were repatriated to their countries after an interview with the Japanese Coast Guard. Total cost of work to remove a vessel was about twenty million Japanese yen(approx f130,000). Japanese Fishing Association tried to contact owner to demand payment but had no success.
