Please be informed that the vessel “BADER III”, with IMO No. 7504598 was cancelled from Panama Registry, through the Resolution No. 106-CA-038-DGMM of June 14, 2022, so Panama lost his exclusive jurisdiction over such vessel, as per Article 91 and 92 of UNCLOS.

Following our previous communication, could you please help us by including our comments sent on October 13, 2022, in order to update the IMO/ILO Database.

I proceed to reiterate our previous communications from October 13 and 17, 2022, and at the same time indicate that when the abandonment case of “BADER III” (Abandonment ID:00697, at Puerto Cabello, Venezuela) was constituted on August 01, 2022, the vessel was no longer registered under Panama Flag.

From S&P Global

Have checked our files but cannot find report from Panama that vessel was deleted from their flag in June. We get monthly list from Panama and have checked June, July, August and September but vessel not appearing as cancelled / deleted.
Having said that have checked the Panama vessel website and vessel confirmed as CANCELLED although no date given.
Based on info available have updated our records and deleted vessel from Panama flag.

please be informed that the Seaweb already reflect the changed of Flag to “Unknown”.

Based on the above and on the previous communications sent, we trust that the IMO/ILO Database can be corrected, and eliminate from the final count of the Panama Flag the vessel “BADER III”, as the aforementioned vessel does not belong to our registry, since its ex officio cancellation through Resolution No. 106-CA-028-DGMM of June 14, 2022.


Panamá (7 Diciembre 2022)
In the last communication received from P&I Club MME Services DMCC and Maritime Mutual Insurance Association (NZ) Limited when they communicate us the notice of cancelation of MLC Certificates (due to the deletion), they included salary confirmation issued by the Master of “BADER III” confirmed all crew salaries have been paid till 28 October 2022.

We would like to extend to your esteemed organization our cordial greetings and sincere appreciation of your constant cooperation and support;

In connection to M\V BADR Ill, holding Imo no. 750498, flying Panama Flag, having onboard (6) Egyptian seafarers who were abandoned on August 1st 2022 in Puerto Cabello, Venezuela.

We have received a letter from the Republic of Venezuela through the Egyptian Ministry of Foreign Affairs (our embassy in Caracas) exemplifying the current status of the vessel and seafarers; the information they supplied as follows:
1. Venezuelan Authorities were informed of the vessel predicament and took immediate action according to applicable laws and conventions, ordered competent officials to board the vessel and perform proper inspections and seek solutions for this issue.
2. Panama has stricken the vessel off their ships' registry and it is no longer sails under its flag, but under the flag of Palau at the moment.
3. Three of the Egyptian seafarers have been repatriated in accordance with applicable international conventions addressing such cases, while the other three seafarers preferred to continue their assignments onboard the vessel, where the inspections carried out by the Venezuelan Authorities proved they are in a good condition physically and mentally and according to their own statement are treated fairly in accordance with their signed contracts with the ship owner, receiving their due payments in full and in due time.
4. The Venezuelan Authorities emphasizes the fact that after carrying out two inspections on the vessel and after regulating its status; registration wise, the vessel has solve all its quandaries and is not any longer considered abandoned in accordance with the international law (which means the closure of its file unreservedly).

Thus, with this declaration, the issue of M\ V BADR Ill is concluded.
