As per the information gathered from Harbour Master Colombo, the said vessel is not abandoned. Vessel is not up to the safe manning and not been an officer(NWKO) on board.
Owner was informed and have not taken steps to do the crew change to date.
The crew change is allowed in Sri Lanka subject to the Government SOP.
I just spoke to General Manager of Specialized Shipping, the agent of the the vessel and learned that they are in the process of obtaining necessary approval for crew change.
