Comentarios y observaciones:San Vincente y las Granadinas (3 Febrero 2022)
As we have already informed ITF on 27.01.2022 this Administration has engaged the following actions:
1. The MLC Shipowner and Registered Owner have ignored all emails and requirements from this Administration.
2. The Master was regularly contacted and warned to collect unpaid wages and to request immediate repatriation from the financial security provider directly since there was objective evidence that the seafarers were abandoned. Copies of the financial securities expiring on 12 February 2022 with the relevant contact details were provided. According to national and international (MLC 2006) provisions a seafarer shall be deemed to have been abandoned where the shipowner failed to pay contractual wages for a period of at least two (2) months which is the case here. Consequently, there is objective evidence that the owner failed to pay wages for more than two (2) months and the seafarers (crew) are considered abandoned.
3. In addition, ship's Master was informed that crew may register maritime lien for the rest of wages which remain unpaid
4. We have contacted the financial security provider who informed this Administration that the Master had contacted them on 18th January 2022 and apparently since then they are unable to get in touch with Master and the Master has not contacted them again.
Despite the reminders to Master this Administration has no evidence that the required actions were taken by the ship's Master/crew. Given that the point of the insurance against abandonment is to provide “expedited financial assistance” (MLC A2.5.2 para 4) which “shall be granted promptly upon request made by the seafarer” (MLC 2.5.2 para 8) it is not clear why there has been no further action from the Master and the crew.
Owing to noncompliance with international and national requirements and failure of the Registered Owner, MLC Shipowner and Master to respond to Flag’s instructions the ship has been deleted from the registry on 27.01.2022. Nevertheless, this Administration continues to support the seafarers on board and maintains contact with the Master and crew on board.

Fed. Int. de los Trabajadores del Trasporte (ITF) (6 Febrero 2022)
The owners have put a replacement Master and Chief Officer, both Ukrainian, on board and tried to get the crew to sail the vessel to Tuzla. The current Master prevented this because the vessel has a significant number of
deficiencies. Turkish authorities show no signs of detaining the vessel.

Fed. Int. de los Trabajadores del Trasporte (ITF) (10 Febrero 2022)
29th November 2021 – Whilst anchored close to the port of Martas, the vessel encountered hurricane force winds. It dragged and subsequently lost its anchor and was blown more than 24km and came within 300m of the coast. Vessel was so shaken that vital systems failed, including the GPS, gyrocompass, engine room telegraph and radio, and the captain ordered the crew into their life jackets.
Master has reported more than 20 defects with the vessel
Claims have been made that the Master was financially responsible and accused the crew of sabotage.
There have been consistent delays in provisioning the vessel and the crew were recently forced to wrap themselves in blankets as they had no cold weather clothing.
Owners requested the Master to sail the vessel to Tuzla, which he refused on safety grounds. The vessel was later towed
6 seafarers have been repatriated but the rest remain on board whilst they await information regarding their repatriation.
