Circunstancias:The vessel has been in port for 3 weeks with no food or water provided by the owner in that time. The port has provided fuel for heating and lighting. Crews are living on charity of local people. Company does not respond to crew, ITF or crewing agents.

Type of vessel : the vessel is technically a multi-purpose general cagro (wood chip carrier), not a bulk carrier.

Circumstances : The vessel was detained by United Kingdom Port State Control on the 12th November 2013, for failing to comply with Merchant Shipping legislation. The Operators have made no attempt to pay costs arising from the detention of the vessel. The original ships agents withdrew their services. Vessel does have new appointed local agents.

The vessel has a Charterer (EMR) that has loaded around 14,000 tonnes of scrap on board.

The Port State Control inspection is suspended. No rectification repairs have been commenced so far.

The vessel has already been detained in her last two ports for various safety and crew welfare related issues.

The crew are Romanian, Filipino and Indian.

The MCA was advised on 9th December 2013 in an e-mail by the agents that some outstanding wages had been paid, subject to confirmation.

The agents confirmed to the MCA on 13th December that wages had been paid to the crew.
