I write to you regarding the email below. I spoke to Jan from IMO to out find more information regarding the case, so I can approach the Embassy of Mexico in Iran.
I would appreciate if there’s any more info you can share with us so we can provide it to our colleagues in Iran to find the Mexican national there.


International Maritime Organisation (22 November 2022)
Further to the phone call and message from Ms. Norma Munguía Aldaraca, Minister and Alt Perm Rep of Mexico at IMO, we also received the attached query from the Consular Section of the Embassy of Mexico.
Therefore please could you provide the name and contact details of the Mexican national on board as seafarer on the ‘C MASTER’, IMO Number 9313515, flag: Panama who was abandoned in Asaluyah, Iran (Islamic Republic of,) on 1 October 2022?

Any such information would be very welcome so that the seafarer could be contacted. I also would be grateful to receiving any further update on this case, if available.



Govt. of Panama (22 November 2022)
We have received information from the shipowner, and from one of the crew members who filed the complaint with this Administration that wages have been paid until September 2022, we send you the corresponding emails as support and proof of the above. mentioned.

From the crew of the vessel
Please be informed that all crew from C Master already received September wages.
Now, all crew are waiting on 25th November for October wages payment.
I will let you know on 25th once we receive our wages.

ITF (22 November 2022)
Following up with the information already shared by m Steve Trowsdale with Mrs Norma, we would like to inform you, that we have just received feedback from the crew , that the Mexican captain Mr Juan Francisco Aguilar Garcia has just disembarked from the ship 2 days ago, exactly on the 20th of November.

His situation seems to be the same as the one of the rest of the crew, that he was paid august and September and awaiting to be paid for his October salaries.


Govt. of Mexico (22 November 2022)
Mr. Trowsdale, in a very promptly fashion, provided the name of the Mexican national on board the C Master to our Consular Section. This person is Juan Francisco Aguilar Garcia, and he is the master of the vessel.
I personally spoke to the Perm Rep of Panama to the IMO and latest news is that the National Maritime Authority of Panama has evidence that some part of the salaries have been paid to all the seafarers and the October payment will be done this November 25th.
The Consular section of the Embassy of Mexico to the UK has been in contact with the Embassy of Mexico in Iran however, it will be much appreciated in case you have more info in this regard cause we have not been able to enter into communications with Mr Aguilar Garcia, therefore, no way to confirm about the payments and about his repatriation.
I’ll continue speaking to the Rep. of Panama to the IMO about this case.

Your updates are very much appreciated, which have been forwarded to the Embassy of Mexico in Iran.

So far, it is uncertain whether Mr. Juan Francisco Aguilar Garcia is interested in being repatriated since he has not entered in contact with the Embassy in Iran. For your records, we have been informed by our colleagues in Iran that the Iranian authority has confirmed that the salaries have been partially paid and indeed October payment is still pending.

On my end, I have had a last conversation with the Perm Rep of Panama, and he is confident about the future payment to come as well as for the non-abandonment of the seafarers.

Shall we have more updates we will share them with you.


Other (26 November 2022)
From the port of Assaluyeh(Iran)

In accordance with the info recieved from port of Assaluyeh, wages of Iranian and foreign crew have been paid in full and the vessel C Master is operating 40 miles off the Assaluyeh port right now.

Govt. of Poland (28 November 2022)
Maritime Office in Szczecin have contacted the representative of Suntech International LLC which manages vessel C MASTER’, IMO Number 9313515. On board the ship is one polish seafarer. According to the information of Suntech International LLC representative the ship has not been abandoned and is still involved in a project in the Persian Gulf.

ITF (1 December 2022)
This is to inform you and All, that we have received the confirmative feedback from the crew that the outstanding wages for august and September wages have now been paid to all the seafarers, but not yet the wages for October. The submitted Abandonment Report referred to 3 months unpaid wages of August, September & October.

We are looking forwards to the payment of the October wages to advance in the definitive settlement of the current case. To observe that the current outstanding wages for October should have been cleared by 25th of November as we have been informed by the company itself earlier . Today on 1st December, we have been informed by the seafarers that they have not yet been paid the October.


Govt. of Panama (17 January 2023)
In response to the labor complaint filed against the vessel "C MASTER", with IMO No. 9313515, the latest communications are found:

This Administration sent an email to the shipowners, informing them of the labor complaint filed against the vessel, and requesting that they inform us of the measures adopted to correct said deficiencies.

We have received confirmation from the owners of the payment of the wages owed.

We are awaiting confirmation from the ITF inspector.


ITF (17 March 2023)
All owed wages received and the crew have been repatriated
